Set up the WASH response monitoring plan

The WASH IMO should, in tandem and in consultation with the WCC, set up WASH Operational Response Plan’s Monitoring Plan, which will be included in the HRP’s annexes. The monitoring plan (sometime called monitoring framework) includes a series of indicators aiming at measuring progress of the response. Each indicator includes baseline, targets, monitoring tools, collection and analysis plan. Indicators must be carefully chosen so they are coherent with other indicator system, such as the OCHA’s Humanitarian Indicator Registry or country core WASH indicators, and chosen in such a way to minimize burden for both coordination staff and partners when informing them. 

Monitoring Plan indicator should be chosen as much as possible from the list of Core indicators defined in the country WASH assessment strategy if it exist, or from the list of GWC core indicators if not. Using same indicators for assessment and monitoring process will save a lot of time and resource, and greatly improve following HPC's assessment phase    


Indicators are not necessarily all focused on response progress: they can also be related to response quality (quality of WASH services, respect of the sector’s principles and commitments etc.), or sector capacity building. Monitoring plan can also include impact level indicators that can be measured only through overall response evaluation surveys, or meta evaluation of partners project, usually over a period of minimum six months.

The coordination platform may find relevant to set up other indicators additional to the WASH Operational Response Plan/HRP ones to follow up the WASH response. In that case, the SOF should contain a separate monitoring plan chapter, that would include the WASH Operational Response Plan indicators, but also specific WASH indicators internal to the WASH coordination platform.
