Define ways to ensure WASH response properly address Protection issues and Accountability to Affected Population

Protection and Accountability to Affected Population are not considered as a "cross cutting issue" but are central aspects of the WASH response. It is crucial for partners to design and implement their WASH response in such a way that it has no negative impact on security of beneficiaries, that beneficiaries are consulted before and during response implementation, and that they are provided with a way to feedback on their perception of response quality. 

Links between protection, accountability and WASH have been described in the document “WASH Minimum commitments for the safety and dignity of affected people”, part of the 2012 GWC WASH and protection tool box. The SOF should include a specific chapter on protection and accountability providing guidance to partners on best ways to address protection in WASH in the local context, and defining how it will be monitored.
