What is it about?

After estimating the humanitarian WASH sector response budget during Strategic planning phase, the coordination platform must should ensure enough funds are mobilized allocated to cover it through the following actions: 

  • Advocating to donors for pre-positioning of funds for the WASH response; 
  • Supporting partners' proposal writing efforts and coordination;
  • Monitoring funds allocated for WASH response to ensure they are sufficient and corresponds to strategic priorities
  • Addressing any funding gap through advocacy with donors.  

More and more emergency WASH funds are going allocated through centralized mechanisms such as Central Emergency Response Funds (CERF) and Country Based Pool Funds (CBPF) and disbursed through OCHA, which who facilitate sector funding coordination and tracking. But many However a proportion of WASH partners’ funding still come comes from other sources: bilateral funding , such as direct funding of aid organizations by donors, or aid organizations’ internal funding sources. Nonown funds, or bilateral funding of local government. These non-centralized funding represent represents a challenge for Humanitarian WASH National Coordination Platforms as they are not consulted or sometimes even informed of these funding.... funding gap analysis.... is therefore becoming inacurate....

WASH sector coordinators must keep good relationship with both partners and donors to support properly the resources mobilization process and monitor if funds mobilization is sufficient and corresponds to strategic priorities.

A word on resource monitoring....this funding stream, decreasing the accuracy of funding monitoring and gap analysis.

Resources to be mobilized for the response are not only related to funding, but are also related to WASH human resources, operational and logistic capacity etc. These are developed in the WASH capacity mapping chapter.

What are the objectives?

  • To ensure that the WASH component of the flash appeal and/or humanitarian
    response plans, are well-funded, that funds are allocated
    to priority activities and to raise the visibility/
    profile of a crisis.
  • To anticipate on response funding gaps of the response and advocate forto fill those gaps
  • To maintain an on-going dialogue with donors on
    the evolution of WASH needs, results achieved and funding
    received.
