The WASH IMO should, in tandem and in consultation with the WCC, set up WASH Operational Response Plan’s monitoring plan, which will be included in the HRP’s annexes. The monitoring plan include a series of indicators aiming at measuring progress of the response. Each indicator includes baseline, targets, monitoring tools, collection and analysis plan. Indicators must be carefully chosen so they are coherent with other indicator system, such as the OCHA’s Humanitarian Indicator Registry, and chosen in such a way to minimize burden for both coordination staff and partners. Indicators are not necessarily all focused on response progress: they can also be related to response quality (quality of WASH services, respect of the sector’s principles and commitments etc.), or sector capacity building. Monitoring plan can also include impact level indicators that can be measured only through overall response evaluation surveys, or meta evaluation of partners project, usually over a period of minimum six monthsobjective of the WASH response funds tracking is to ensure that response is funded adequately, both in terms of total amount and prioritization. The main tool available is the online Funds Tracking Services (FTS), https://fts.unocha.org/, where partners must indicate their past, present and planned funding. But partners have no direct obligation to use it, so result can be inaccurate. Partners may also be tempted to report less funds than they receive, to continue attracting funds. FTS also does not have any breakdown per geographical area, thus limiting possibilities of data analysis. WCC can feel the need to set up their own funding matrix, and update it regularly using and crossing info provided by partners, donors, and from FTS.
