Contribute to the HRP process

The Humanitarian Response Plan (HRP) is the main inter-sector tool for response planning. It includes a summary of the humanitarian situation, the humanitarian country strategy and the plan of each cluster also called Operational Plans. It also contains the response cost, and therefore also represent a funding appeal document.

The HRP process is driven by OCHA, with contributions from cluster coordinators. In protracted emergencies, it is usually done on a yearly basis, in October, after the Humanitarian Needs Overview. HRP are usually updated 6 months after their publication, with the release of a revised HRP.  In sudden onset emergencies, it can be replaced or complemented by a Flash Appeal.

WASH coordination platform must participate in the HRP process by working with other clusters and their partners to elaborate the WASH Operational Response Plan, which includes sectorial information such as WASH strategic objectives, response strategy, caseload, response prioritization, budget and monitoring plan. Processes and tools used for each element of the operational plan are detailed in the following sections.
