What is it about?

After estimating the humanitarian WASH sector response budget, the coordination platform must ensure funds are mobilized mobilised to cover it, by

  • Coordinate funds allocation with Humanitarian coordinator and other sectors
    • Supporting

    . He/she must: 

    • Advocate for pre-positioning of funds to the WASH response 
    • Support partner's proposal writing efforts and coordination
    • Monitor that funds mobilization is sufficient and corresponds to strategic priorities (see funds tracking section in Monitoring chapter)
    • Analyse funding data and address any funding gap through advocacy with donors  

    More and more emergency WASH funds are allocated through centralized mechanisms such as Central Emergency Response Funds (CERF) and Country Based Pool Funds (CBPF) and disbursed through OCHA, which facilitate sector funding coordination and tracking. But many However a proportion of WASH partners’ funding come comes from other sources: bilateral funding by donors, or aid organizations’ internal funding sources. Non-centralized funding represents a challenge for Humanitarian WASH National Coordination Platforms as they are not consulted or sometimes even informed of these funding, decreasing the accuracy of funding monitoring and gap analysis.

    • To ensure that the WASH component of the flash appeal and/or humanitarian
      response plans, are well-funded, that funds are allocated
      to priority activities and to raise the visibility/
      profile of a crisis.
    • To anticipate on response funding gaps and advocate for solution to fill those gaps
    • To maintain an on-going dialogue with donors on
      the evolution of WASH needs, results achieved and funding
      received.
