What is it about?
The HRP and associated WASH Operational response plan provide partners with a general framework in which they can design their projects. But beyond strategic planning, the WASH cluster / sector is committed to deliver services to the beneficiaries with the highest possible quality. Additional work is therefore necessary to ensure quality of implementation through guidance and monitoring.
- The WASH coordination platform must understand and train partner on the GWC quality assurance system, which focuses on five specific response outputs
- The second step is the set up of implementation guidelines such as quality target and monitoring modalities, technical standard, cross cutting issues…they must be agreed by SAG and gathered in a document called the Strategic Operating Framework.
- The third step is to monitor response's input and outputs against target defined by the WASH Operational plan and Strategic Operating Framework. Various monitoring tools are available for the coordination platform. Some of them are standards (4W, Funds Tracking Services etc.), others need to be discussed and agreed with partners (3rd party monitoring, Feedback and complaints mechanism etc.).
- Finally, the WASH coordination platform consolidates monitoring results to identify gaps and ensure they are addressed through advocacy
What are the objectives?
- To provide humanitarian actors with the evidence they need to take decisions and adapt short and long-term strategies;
- To ensure that organizations involved in the response remain accountable to affected people, national
authorities, donors and the general public; - Provide guidance to WASH sector partners on operational and technical aspects of the response; and
- Ensure WASH response is implemented according to agreed strategy and quality standards.
