Monitor the relevancy of implementation modalities

Some strategic choices regarding implementation modalities were done by HWCP and partners regarding the response in the HRP and the SOF. These choices were done based on the information available at the time. They need to be reviewed regularly to ensure they are still relevant to the evolving emergency context, and be able to re-orientate the strategy if necessary.   

The response modalities chosen can be: direct implementation, implementation through support to the local government or local partners, conditional or even unconditional cash transfer. They also include technical choices made during the response design, such as choice of latrine design or behavior change strategy.

To be able to monitor the relevancy of implementation modalities, adequate monitoring indicators must first be selected. Depending on the context, they can be based on the quality assurance framework elements (strategic indicators, coverage, accountability and protection, technical quality), complemented with other more general response indicators such as Value for money, Timeliness, Institutional capacity strengthening, Do no harm (ex: WASH market monitoring indicators).
