What is it about?
After estimating WASH sector response budget, the coordination platform must ensure funds are mobilized to cover it. More and more emergency WASH funds are allocated through centralized mechanisms such as Central Emergency Response Funds (CERF) and Country Based Pool Funds (CBPF) and disbursed through OCHA, which facilitate sector funding coordination and tracking. But many WASH partners’ funding come from other sources: bilateral funding by donors, or aid organizations’ internal funding sources. Non-centralized funding represents a challenge for Humanitarian WASH National Coordination Platforms as they are not consulted or sometimes even informed of these funding, preventing accurate funding gap analysis.
WASH sector coordinators must keep good relationship with both partners and donors to adequately support properly the resources mobilization process and monitor if funds mobilization is sufficient and corresponds to strategic priorities.
