Various response modalities exist (direct implementation or implementation through local partners) and several options can be considered when delivering aids (in-kind assistance, market-based programming including conditional or even unconditional cash transfers, technical support, community engagement ..etc.). They also include technical choices made during the response design, such as choice of latrine design or behavior change strategy.

To be able to monitor the relevancy of implementation modalities, adequate monitoring indicators mechanism must first be selectedset up. Depending on the context, they can be based on the quality assurance framework elements (strategic indicators, coverage, accountability and protection, technical quality), complemented with other more general response indicators such as Value for money, Timeliness, Institutional capacity strengthening, Do no harm principles (ex: WASH market monitoring indicators).
