Guide pooled funds allocation for the WASH sector

Pooled funds such as CERF or CBPF are allocated to partners based on reviewal of their proposal by a Proposal Strategic Review Committee (PRCSRC), including most of the time the WASH Cluster coordinator and members of SAG. Prioritisation Prioritization/vetting of projects submitted by cluster partners is done according to agreed criteria that . Criteria are defined in relation by SRC specifically to each funding process and linked with the Humanitarian Response Plan (both country strategy and WASH Operational Response plan). One of the criteria should be that proposals are in-line with WASH sector's Operational Response Plan and Strategic Operating Framework, which makes pooled funds a powerful tool to implement cluster strategy. Reviewal needs to occur in a timely manner, often to meet very short deadlines. It is critical for WASH Cluster Co sector coordinator to ensure that the selection / prioritisation criteria prioritization criteria are clearly communicated early in the process, and that the allocation process is transparent.

CERF (Central Emergency Response Funds) is another type of pooled funds, disbursed by UNICEF to partners. CERF proposals are prioritized by UNICEF, with no direct involvement from partners or the sector coordinator.
